Normative legal acts regulating the applications of citizens and legal entities:

The Law of the Republic of Belarus of July 18, 2011 “On Appeals of Citizens and Legal Entities”;
Decree of the Council of Ministers of the Republic of Belarus dated December 30, 2011 No. 1786 “On approval of the Regulation on the procedure for conducting paperwork on appeals of citizens and legal entities in state bodies, other organizations, with individual entrepreneurs”.
Electronic appeals of citizens, including individual entrepreneurs (hereinafter referred to as citizens), and legal entities are sent and considered in accordance with the requirements of the Law of the Republic of Belarus of July 18, 2011 “On Appeals of Citizens and Legal Entities”.
Electronic appeal is stated in Belarusian or Russian.

A citizen’s electronic appeal must contain:

surname, first name, patronymic (if any) or initials of the citizen;
address of the place of residence (place of stay) of the citizen and (or) place of work (study);
statement of the essence of the appeal;
citizen email address.
The electronic appeal of a legal entity must contain:

name and (or) address of the organization or position of the person to whom the appeal is sent;
full name of the legal entity and its location;
statement of the essence of the appeal;
surname, first name, patronymic (if any) of the head or person authorized to sign the application in the established manner;
legal entity email address.
Electronic applications should be considered no later than 15 days, and requiring additional study and verification - no later than 1 month.

Responses to electronic communications are sent electronically to the email address indicated in the electronic application, or in writing to the address of the citizen's place of residence (location) or location of the legal entity in cases established by the Law of the Republic of Belarus of July 18, 2011 “On appeals of citizens and legal entities ”.

It is permissible to attach additional documents and (or) information to the electronic application (documents confirming the credentials of the applicants' representatives, documents on the result of the previous consideration of the application and other documents and (or) information necessary to resolve the issues set forth in the applications)

Acceptable formats of attached documents and (or) information in electronic form and their graphic images on paper (scans) are Portable Document Format / A (PDF / A), Office Open XML (DOCX), double format with markup (DOC), Rich Text Format (RTF), Text File (TXT), Open Document Format (ODF), Data Archiving and Compression Format (ZIP, RAR), Portable Network Graphics (PNG), Tagget Image File Format (TIFF), Joint Photograph Experts Group ( JPEG), Joint Photograph Group (JPG).

Without consideration on the merits there are appeals that (on which):

not stated in Belarusian or Russian;
do not contain the family name, first name and patronymic or initials, address of the citizen's place of residence (place of stay) or place of his work (study);
do not contain the full name of the legal entity and the address of its location, last name, first name, middle name (if any) of the head or a person authorized to sign the application in the established manner (for legal entities);
contain unreadable text;
contain obscene or offensive words or phrases;
subject to consideration in accordance with the legislation on constitutional proceedings, civil, civil procedural, economic procedural, criminal procedure legislation, legislation determining the administrative process, legislation on administrative procedures or in accordance with legislative acts, a different procedure for the submission and consideration of such appeals is established;
contain questions the resolution of which does not fall within the competence of the National Center for Legal Information of the Republic of Belarus;
missing the deadline for filing a complaint;
a repeated appeal is filed if it has already been examined on the merits and it does not contain new circumstances relevant to the consideration of the appeal on the merits;
the applicant has stopped correspondence on the issues set forth in the appeal.
